I found this in suburban Perth park.
Diameter is about 11.6mm
Length is about 16.5mm
It feels like lead.
It's got a spot on the back which looks like corrosion.
Is it a bullet or not?

11.6mm equates to about .45 inches. That could make it a revolver round.I think you should be looking for a body, perhaps just a weathered mound of soil
Sure looks like a bullet to me but I don't know one from the next.

I find quite a few casings but rarely the projectile. About 50:1 ratio I reckon.
