Last time i tried that to get a fence done, i was told they will contact the owner and pass the details on with my permission. All to do with privacy laws . That is my experience anyway.

The protocol is that you contact council and they will pass on your desire to make contact with the owner as pointed out above.
Worth a shot though, I'd be pretty upset if I went to my place and found someone had been digging stuff up.........

I would try neighbouring properties first
Someone will know the owner and the owner will know them
Your impression on the first contact will improve your chances (and will probably open more ~~doors~~ gates

)
Leave the council as a last option

when I was beekeeping and looking for new sites to place bee's neighbours or the local watering hole were good sources of info.
PS thats if property was unoccupied of course
