Queensland - is a fossicking license for beach detecting/ parks needed?

Hi everyone. This may be already answered in a different thread so if someone could direct me that'd be much appreciated. I'm in the Townsville Nth/Qld region but was wondering in queensland if you need a fossicking license for beach detecting/ parks or permissions for peoples places in town etc. As I thought I understood it, it's more treasure hunting than fossicking as I'm not intentionally looking for gemstones or prospecting for gold. Which I believe it says you don't need one for. I've looked at the 1994 act and think this is the case but just in case, wanted to check with the members here. As far as parks, have checked with council already and know where I can detect/ not detect at all, not to "excavate" etc. And they said nothing about restrictions on beaches.
