Is this Silver?

Found this while detecting in WA recently, the pin is missing from the rear, it has what appears to be R.J.W then either an 11 or two arrows followed by an anchor.

It is quite light and is hollow.

Any ideas

Need closer up pickys, since HarriL changed things around I can no longer zoom in as far as I like on a photo(blast those limitations).

looks nice design and could be silver, or just plated.
