Info from a local who loved digging there, he chatted to a ranger and Blue Hills Quarry and the area behind it is closed for health reasons. Translated that means SF is pissed off by people leaving camp fires burning, people digging under trees, people not filling in holes or making them safe and people leaving area a mess with trash. It only takes a few who do the wrong thing to get an area closed.

And further to this they're apparently assessing Sapphire Bend for the same reasons. I know I've certainly seen plenty of unfilled holes and rubbish out there.
Might be off limits soon by the sound of it

NAPFA have released the attached information in regards to Blue Hill Quarry being closed.
The closure is temporary while logging is occurring & also rectification works on some unsafe practices that do not meet requirements including digging under & destabilising plantation trees.
