As this was near a well known train station & popular hunting area I thought I'd found a good old brass whistle, visions of whistling the hunting dogs or the station master blasting the train passengers to attention drifted through my mind ( like I imagine seeing see silver doing on a hunt!) but unfortunately after a clean...no hole.
On closer inspection the opening had an internal thread. As I was cleaning what I thought said "Arthur" turned out to be other...As in other patents pending. The Patent number I can make out is 13359 c.
So after much disappointment of not finding Arthurs station whistle can anyone tell me what this relic is?

All brass construction, the Centre piece has a cross hatching pattern on the, for grip perhaps?
