Yep it is a breccia for sure. I would need to see a little more and even the context but there is no doubt. There are several types of breccia, the volcanic type as has already been mentioned asnd a sedimentary type that forms from material breaking off and falling down - sort of thing would be a front of an underwater reef for example and then there are what are known as fault and hydraulic breccias. These are the ones more associated with mineralisation. One rule of thumb is if it looks like you can possibly put the pieces back together then it is a structural hydraulic beccia.
