That is a shallow target, and that tree in the background looks familiar. I reckon I walked over that screaming signal a few times and ignored it thinking it was junk.

Nice and shiny coins too.

Looks like it was found right on the edge of a track. Maybe dropped from a government escort back in the day? Can't imagine stopping for a poo and not hearing 14 gold sovereigns hitting the ground. Maybe the buried stash from some long dead associate of Capt Melville or the like? I guess we'll never know for sure, but an absolute stoater of a find!
 
Back in the early 1980's, a prospector found a dozen sovereigns together in one hole somewhere in Amherst - I think there was an article in the old Gem & Treasure magazine about the find. I wonder if it was anywhere near this latest cache.

My thought is they may have been buried... stashed for retrieval at a later date?

As for being clean, maybe they were in a stack? The outer 2 coins would have dirt and the inner ones would be fairly clean?

Pure speculation.
 
They did not state if they were found wrapped up in anything or in a tin or container. That could explain why they are so clean ,too.
