Then as now, official/mercantile weighing and measuring devices have to be periodically inspected and re-certified as accurate and approved for use in commerce. This weight would have been initially approved while Victoria was Queen and later checked and stamped as re-certified in 1904.
 
correct I have a full set plus scales and they have been stamped a number of times by weights and measures mine is the same shape and style as the one you found and mine date from 1885 and have stamped 1897 and 1902 and 1913 by its self it is not worth anything a full set of 8 go for about $45 if that helps
