Not a clue Dam It, seems to have a hallmark of some type so that's a good start.
Going on the lion hallmark it could be sterling silver what ever it is.

Has the punch looking thing got the shape on either end. Like it is a hallmark stamp

I believe the rectangular piece with three circles and a lion stamp is a gold scale weight from the old days. The ones I've found that look like that were made of brass or bronze, not precious metal.

Brass or Bronze that is what I was thinking as well . It weigh is 4.435 grams

It looks like a 3 pennyweight gold scale weight,each circle = 1 pennyweight=about 1.5 grams. the hallmark is to show it has been certified as correct weight. We used to find quite a few of them in the goldfields 30 odd years ago, but very scarce nowdays
