Treasure Trove

I have been reading on a website regarding prospecting in Vic and it says that we need a miners right which I happily purchased for 10 years at a cost of $20.40.

I am a bit confused with the info supplied as it says anything found is transferred to the person with the right but if a treasure trove is found it belongs too the crown and police must be notified.

Can anyone please tell me what is classified as a treasure trove and why gold or gems are found we can keep but anything classified as a treasure trove we need to report to police and hand over to the crown?

Any help with the question will be helpful.

nope haven't found one just would like to know the Crown's definition of a treasure trove so I don't get into trouble.
