As the title says if I find a big nugget , let's say 3-4 kilo , do I have to disclose to authorities where I found it ?

In SA you'd have to cut the nugget up into small pieces, and only take home the allowable amount per day, as per our fossicking regs.
Naaa, Goldpick, you'd take a trip across either border, and find it there!
