Suggestions have been a candlestick, and a handle of a seal top spoon..the rust on the end makes me think not the latter

So...it's heavy like lead and no hole except for the opening. First thing I thought of was a little pipe, but no holes, so isn't that.
Interesting 
erfect: i would guess its a measure for , gun powder or medicine or something, not much of a candle holder but could catch the wax for wax seals maybe
